Specifically, from January 1, 2021, the commencement of work construction must ensure the following conditions:

– Having a construction site to hand over in whole or in part according to the construction progress;

– Having a construction permit, for works requiring a construction permit as prescribed;

– Having the construction drawing design of the work item, the construction work has been approved;

(Currently, it is required to have the approved construction drawing design of work items and commencement works and checked and certified by the investor on the drawings).

– The investor has signed a contract with the contractor to carry out construction activities related to the work commenced in accordance with regulations;

– Take measures to ensure safety and protect the environment during construction;

– The investor has sent a notice of the construction commencement date to the local state management agency in charge of construction at least 03 working days before the time of construction commencement.

(Currently, the investor must send a written notice of the construction commencement date to the People’s Committee of the commune where the work is to be built within 07 working days before the commencement of construction).

– Particularly, in case of starting the construction of separate houses, it is only necessary to satisfy the prescribed conditions on construction permits for cases where a construction permit is required.

Types of construction permits granted to investors include:

– New construction permit;

– License for repair and renovation;

– Permit to relocate the work;

– The building permit has a term.
