Specifically, from January 1, 2021, the commencement of construction works must ensure the following conditions:

Availability of construction site(s) for handover in full or in phases according to the construction schedule;

Possession of a construction permit for works subject to construction permit requirements under the law;

Availability of approved construction drawings for the items/works to be commenced;
(Currently, regulations require that construction drawings of the items/works to be commenced must be approved and inspected/confirmed by the investor on the drawings.) -
The investor has signed contracts with contractors performing construction-related activities for the works to be commenced in accordance with regulations;

Implementation of measures to ensure safety and environmental protection during the construction process;
-
The investor has notified the local construction management authority of the commencement date at least 03 working days prior to commencement.
(Currently, regulations require the investor to submit a written notice of commencement date to the Commune People’s Committee where the works are located at least 07 working days before commencement.) -
For the commencement of construction of individual houses, only the condition regarding possession of a construction permit (if required) must be satisfied.
Types of construction permits issued to investors include:

New construction permit;
-
Repair and renovation permit;

Relocation permit;
-
Temporary construction permit.
